Short introduction

Founded in 1990, UCOBAC is a Non Government Organization whose mission is to promote human rights and improve the welfare of women and children using community-based initiatives. UCOBAC conducts advocacy activities to influence welfare policies and programs for vulnerable women and children and strengthens grassroots communities to mobilize resources and advocate for their rights.

UCOBAC is dedicated to empowering and transforming communities through its core program areas including Childcare and protection, Women’s Land Rights and Climate Change and Resilient Livelihoods. Through these programs, UCOBAC envisions an empowered communities free of poverty and able to exercise their human rights and fundamental freedoms.

UCOBAC operates in more than 10 districts in Uganda including Lamwo (Palabek refugee Settlement), Bugiri, Butalejja, Kaliro, Namutumba, Napak, kiboga, Rubanda, Mubende among others and Kampala that sits its head office.

Our trackrecord

UCOBAC has over six years of experience implementing humanitarian and development projects in Palabek refugee settlement and its host communities in Lamwo district. We have delivered projects that strengthened food and income security, climate resilience, and women’s empowerment; increased awareness of sexual and reproductive health and land rights; and helped prevent gender-based violence. We reached over 5,165 community members across multiple zones and villages, ensuring inclusive participation of women and marginalized groups. UCOBAC works closely with local government, settlement leadership, and other CSOs, holding MoUs with OPM for coordinated implementation. Our core expertise lies in gender-transformative approaches, livelihoods and economic empowerment, rights-based advocacy, and community-led development. This track record equips us with the technical capacity, contextual knowledge, and stakeholder networks needed to meaningfully contribute to and scale the goals of this program.

Our role in LEAD Uganda

Under the LEAD Uganda Program, UCOBAC will implement the Economic Empowerment and Resilience of Refugees and Host Communities in Uganda project in Palabek Refugee Settlement. The project aims to empower and build the resilience of refugees and host communities through their economic development.

Key activities include conducting a market survey to identify of customers’ needs, preferences, trending skills, product development and marketing, providing career guidance, and enrolling beneficiaries in vocational and artisan skills training for income-generating activities. Additional trainings will cover climate-smart agriculture, literacy, business development and management, agri-business value chains, and VSLA methodologies to improve livelihoods and economic development.

The project will also engage in advocacy activities to promote self-reliance and create an enabling policy environment. UCOBAC will leverage existing campaigns such as the Stand for Her Land Campaign and Food Systems Strengthening Campaign, etc, and participate in policy dialogues to influence decision-making. Media campaigns will raise awareness of the economic conditions and potential of refugee and host communities.
